Free project management tool for SMEs: running several projects without enterprise software or enterprise prices

How small and medium-sized businesses can run projects and programs with a free project management tool, what to look for beyond task lists, and how the main tools compare on price, governance and cost control.

Key takeaway

An SME outgrows a task list when it runs several projects at once, reports to management and spends real money through suppliers. Look for risk, dependency and budget tracking you can grow into, priced per project rather than per employee.

Small and medium-sized businesses sit in an awkward place for project software. A to-do app is too thin once you run an ERP rollout, a new site opening and a certification project at the same time. Enterprise portfolio suites are too heavy, too expensive, and need an administrator the business does not have.

This guide is for owners, operations leads and part-time project managers in SMEs who want structure without a software project of their own.

What changes when an SME runs several projects

  • Management wants one view: which projects are on track, which are not, and why.
  • Dependencies cross projects: the new warehouse cannot open until the ERP change is live.
  • Money matters: purchase orders to suppliers, invoices against them, and a budget that must not be overspent.
  • Evidence matters: auditors, customers or certification bodies ask for the documents behind a project, such as test sign-off or a handover plan.
  • People are shared: the same five people own tasks on every project.

Why per-user pricing hurts SMEs

In an SME almost everybody touches a project at some point. With per-user pricing, you either pay for staff who update one task a month or you leave them out of the tool, and then the plan is wrong again. Per-project pricing lets you invite everybody who owns work and pay only for the projects that need paid features.

Governance an SME can actually keep up

Governance in an SME has to be light or it will not happen. In ClearPMO the basics are free on every project: a risk register with impact and likelihood, dependencies, task blockers and a full audit trail of changes. The guided setup checklist nudges each PM to fill in scope, out of scope, milestones, tasks, risks and dependencies before the project gets going.

When projects are grouped into a program, the program manager gets a cross-project dashboard with health, a risk heat map, an owner accountability view, aging flags on stale risks and dependencies, and a weekly digest by email.

Cost control without a separate finance tool

Most project tools leave budgets to a spreadsheet. On a ClearPMO program, the program manager sets the overall budget and allocates it to projects. Purchase orders are raised against a project's allocation or held at program level, and a PO that would exceed the allocation is blocked. Invoices are recorded against each PO with payment terms, overdue unpaid invoices are flagged, and once an invoice is marked paid it is locked. Project managers can manage the POs of their own projects.

Compare that with the other tools in the feature table below: most offer budget templates or custom fields, and some sell budgeting as an add-on. We did not find native purchase order and invoice tracking in any of them.

Checked on each vendor's pricing page and help centre on 30 September 2026. "No native feature found" means we could not find it on the vendor's own pages, not that no workaround or app exists. "Template" means the vendor offers a ready-made layout built on its standard fields rather than a dedicated feature.

Where ClearPMO is not the right choice

If you need resource planning with capacity across dozens of people, timesheets for billing clients, or deep integrations with your ERP and chat tools, look at tools built for that, such as Smartsheet with Resource Management or Asana with its Timesheets and Budgets add-on. ClearPMO does not include time tracking or an integrations marketplace.

A sensible way to roll it out

Start with the two or three projects management asks about most. Run them on the free Base plan for a month so people get used to owning tasks and dates. Then decide what is worth paying for: AI drafting and daily reminders on the busiest project, or a program with budget and PO tracking if money is the main question.

Frequently asked questions

Can an SME run everything on the free plan?

Many can. Base includes scope, milestones, tasks, dependencies, risks, the team roster and the audit trail on every project. Pay only for AI, reminders, Compliance Mgt or program-level features.

Does ClearPMO handle multiple currencies?

Each program has one budget currency (CHF by default), set by the program manager.

Where is data stored?

In an EU based database in Frankfurt. Contact us if you have a specific data residency requirement.
