Project compliance management: tracking delivery documents phase by phase, from charter to closure

What compliance management means in project delivery, which documents each phase usually needs, how to keep the evidence audit-ready, and how project tools compare on approvals, audit logs and document tracking.

Key takeaway

Compliance in project delivery is mostly about evidence: the right documents exist, the right person owns them, they were reviewed on time, and you can show it later. Track that per phase, not in a spreadsheet at the end.

Ask a project team for its test sign-off six months after go-live and you will often watch someone search three shared drives and an email archive. The document usually exists. What is missing is a list that says which documents the project needed, who owned each one, and whether it was finished.

That list is the heart of compliance management in project delivery. Whether the driver is an internal audit, a customer contract, a regulated environment or simply good practice, the questions are the same: what evidence should exist, where is it, and who is responsible.

The documents most projects need, by phase

Every organisation has its own list, and a small project needs far fewer documents than a regulated system rollout. As a starting point, ClearPMO's Compliance Mgt offers a standard set per phase that the PM can add in one click and then edit, remove or extend:

A starting document list per delivery phase
PhaseTypical documents
PlanningPlan and schedule, resource plan, communication plan
InitiateCharter, business case, stakeholder register
DesignRequirements specification, solution design
BuildTechnical specification, data migration plan
TestTest strategy, test cases, UAT sign-off
RolloutDeployment and cutover plan, training material, go-live readiness checklist
HypercareHypercare plan, handover to operations, lessons learned, closure report
A starting point, not a mandated standard. Nothing in the list is required.

What good document tracking looks like

  • Every document has one owner and a due date tied to its phase.
  • Status is visible: not started, in progress, in review, done, or not required (with the not-required ones excluded from progress).
  • Each entry links to where the document actually lives, such as SharePoint, Google Drive or your document management system.
  • Progress is measured per phase, so a project cannot look 80% complete while Test has no evidence at all.
  • Changes are recorded in an audit trail, so you can show who changed a status and when.

How ClearPMO handles it

Compliance Mgt is a Premium feature on projects and is also available on programs. The PM builds the document list per phase, assigns an owner and a due date to each document, links to where it is stored, and moves it through its status. The project Overview and the program Dashboard show a Compliance Mgt card with documents done per phase and anything past its due date.

ClearPMO is not a document management system and does not store the files themselves or provide electronic signatures. It tracks whether the evidence exists, who owns it and whether it is finished, and records every change in the project audit trail.

How tools compare on approvals and audit logs

Most work management tools handle documents as attachments on tasks. The two features that matter most for compliance are formal approvals and an audit log, and both are often reserved for higher plans:

Checked on each vendor's pricing page and help centre on 30 September 2026. "No native feature found" means we could not find it on the vendor's own pages, not that no workaround or app exists. "Template" means the vendor offers a ready-made layout built on its standard fields rather than a dedicated feature.

If you need formal electronic approvals, for example in a validated or regulated environment, keep them in the system your quality process requires and link to them from the project's document list.

A routine that keeps a project audit-ready

  • At kickoff: add the standard list, remove what does not apply, mark the rest with owners and dates.
  • At each phase gate: check the phase is complete before moving on, and record any document marked not required with a reason in the audit trail.
  • Weekly: review anything past its due date in the status meeting.
  • At closure: export or screenshot the per-phase summary for the closure report.
